Abstract The Canadian Aviation and Aerospace Sector Council is the national "sector council" for Canada's Aviation and Aerospace industry. Originally established to provide the aviation maintenance worker with occupational standards, it's current mission statement is"To develop, promote, and administer a comprehensive and effective human resources strategy for the Canadian aviation and aerospace industry". The Executive Director, Mr. Robert Donald will address the accomplishments of the recently completed Safety Management Systems implementation project. This three year project developed a series of learning and facilitation products and services that will be of interest to all personnel involved with SMS design. The Canadian Aviation and Aerospace Sector Council has developed; - national occupational standards and trade certification to show evidence that employees are properly trained for their duties, - a SMS benchmarking system, - an enhanced safety culture across the industry by introducing new knowledge, skills, and attitudes for employees, - workshops to assist with implementation of quality assurance standards as part of a Safety Management System, - education products for all transportation modes including air, marine, rail and road, - a method of supporting the government's SMART guidelines of partnership and cooperation and will move towards industry wide risk management. The next step is to develop a Mult-modal Integrated SMS. This presentation will be of interest to all modes of transportation including; air, rail, marine, and road sectors as well as other safety sensitive areas such as the healthcare, petrochemical, and the nuclear industry as the same methodology and components of SMS implementation apply. Biography: Robert Donald, Executive Director, The Canadian Aviation and Aerospace Sector Council Robert Donald has more than 20 years' experience in the areas of international aviation, national and international transactions, and competition law. He is the former General Counsel of the International Air Transport Association (IATA) and spent ten years with the IATA legal departments in Geneva and Montreal. During that time he has worked with all segments of the aviation/aerospace industry, including airlines, airframe and engine manufacturers, airport operators, freight forwarders, governments, regulators and academics. He has been a delegate to numerous Diplomatic Conferences, including the Conference that resulted in the Montreal Convention 1999.
He returned to private practice in 2004 and is Counsel to Fraser Milner Casgrain, one of Canada's leading national law firms. Before joining IATA Robert spent 10 years in private practice as a partner in a Montreal law firm. He received his degree in law from McGill University, a BA from Concordia University, and a postgraduate diploma in European Union competition law from King's College in London, England.
In his comments about the industry and The Canadian Aviation and Aerospace Sector Council's role in it, Mr. Donald stated that he is passionate about education and the aviation/aerospace industry. The Canadian Aviation and Aerospace Sector Council is a unique organization that combines both. He said, "We read every day about the imminent and, in some cases actual, labour shortages in Canada. Many corporations and industries are discussing the issue. It is exciting to lead an organization that is actually developing and implementing solutions for its members, in an industry that is crucial for Canada and Canadians."
The Canadian Aviation and Aerospace Sector Council is a not-for-profit sector council that represents and assists Canada's aviation and aerospace industry with its human-resource strategy, issues and solutions. With the participation of industry members, it develops and publishes National Occupational Standards with supporting Logbooks (for professional certification) and Curricula (for post-secondary training organizations). It promotes safety, professionalism and standardization through national communication with industry; Human Factors and Safety Management Systems training; individual certification in 24 occupations; and accreditation of training organization programs.

The International System Safety Society is a non-profit organization of "Professionals Dedicated to the Safety of Systems, Products and Services" dedicated to supporting the Safety Professional in the application of Systems Engineering and Systems Management.
